Bulk Create Schedule Quotes
Upload a CSV with CustomerID and optional SiteID. Each valid row creates a blank draft quote and tags it locally as Schedule.
Expected header example: CustomerID,SiteID
The upload runs server-side, validates customer/site links first, then creates quotes one by one with rate limiting.
